6月13日，習(xí)近平主席會(huì)見(jiàn)默克爾總理，雙方共同表達(dá)了進(jìn)一步發(fā)展兩國(guó)關(guān)系的看法，并表示，雙方應(yīng)該努力增進(jìn)互信，加緊落實(shí)德國(guó)“工業(yè)4.0”同“中國(guó)制造2025”對(duì)接合作。

德國(guó)總理默克爾表示，中德兩國(guó)不斷加深的經(jīng)濟(jì)合作關(guān)系為“中國(guó)制造2025”和“德國(guó)工業(yè)4.0”發(fā)展戰(zhàn)略的合作對(duì)接提供了充分的機(jī)會(huì)。

中國(guó)制造2025（Made in China 2025），是中國(guó)政府實(shí)施制造強(qiáng)國(guó)戰(zhàn)略第一個(gè)十年的行動(dòng)綱領(lǐng)（10-year action plan）。

《中國(guó)制造2025》提出，堅(jiān)持“創(chuàng)新驅(qū)動(dòng)、質(zhì)量為先、綠色發(fā)展、結(jié)構(gòu)優(yōu)化、人才為本”的基本方針（to have manufacturing be innovation-driven, emphasize quality over quantity, achieve green development, optimize the structure of Chinese industry, and nurture human talent），

堅(jiān)持“市場(chǎng)主導(dǎo)、政府引導(dǎo)，立足當(dāng)前、著眼長(zhǎng)遠(yuǎn)，整體推進(jìn)、重點(diǎn)突破，自主發(fā)展、開(kāi)放合作”（to have manufacturing be market-oriented, guided by the government, planned both in short-term and long-term interest, pushed forward as a whole, focused on key project breakthrough, independent in development, and open for cooperation）的基本原則，通過(guò)“三步走”實(shí)現(xiàn)戰(zhàn)略強(qiáng)國(guó)目標(biāo)，到新中國(guó)成立一百年時(shí)，綜合實(shí)力進(jìn)入世界制造強(qiáng)國(guó)前列（to transform China into a leading manufacturing power by the year 2049）。

“工業(yè)4.0”（Industry 4.0）戰(zhàn)略的核心是“智能制造”（intelligent manufacturing），也就是說(shuō)，要把信息技術(shù)工具應(yīng)用到實(shí)際生產(chǎn)當(dāng)中。這一理念主要包括三個(gè)部分：信息物理系統(tǒng)（ cyber-physical systems）、物聯(lián)網(wǎng)（the Internet of things），以及云計(jì)算（cloud computing）。

這個(gè)理念放在德國(guó)，就是用物聯(lián)網(wǎng)（the Internet of Things）將全球生產(chǎn)和創(chuàng)新網(wǎng)絡(luò)中的中小企業(yè)有效連接起來(lái)，這樣他們就可以同時(shí)做到提高批量生產(chǎn)效率和高效的定制化商品生產(chǎn)（not only more efficiently engage in mass production but just as easily and efficiently customize products）。

“工業(yè)4.0”（Industry 4.0）這個(gè)說(shuō)法來(lái)源于德國(guó)政府的一項(xiàng)高科技發(fā)展戰(zhàn)略，2011年在漢諾威工業(yè)博覽會(huì)期間首次使用。

實(shí)施“工業(yè)4.0”戰(zhàn)略的企業(yè)要遵循以下四個(gè)設(shè)計(jì)原則：

Interoperability（互通能力）：機(jī)器、設(shè)備、傳感器以及人員通過(guò)物聯(lián)網(wǎng)聯(lián)系和溝通的能力

Information transparency（信息透明）：通過(guò)傳感器數(shù)據(jù)在信息系統(tǒng)創(chuàng)建虛擬現(xiàn)實(shí)世界版本的能力

Technical assistance（技術(shù)支持）：通過(guò)將信息整合和可視化，讓技術(shù)系統(tǒng)協(xié)助工作人員做出決策；讓信息物理系統(tǒng)協(xié)助工作人員執(zhí)行一些對(duì)人類有安全威脅的工作任務(wù)

Decentralized decisions（分散決策）：讓信息物理系統(tǒng)自主決策并執(zhí)行工作任務(wù)的能力
