關(guān)于中國人民解放軍現(xiàn)役士兵銜級制度的決定草案27日提請十三屆全國人大常委會第三十三次會議審議。草案擬對士兵軍銜的性質(zhì)、設(shè)置和管理作出規(guī)定。

Chinese lawmakers on Sunday began discussing a draft decision on the ranks for active-duty soldiers of the People's Liberation Army.The draft was submitted to an ongoing session of the Standing Committee of the National People's Congress, China's top legislature, for review.

草案指出，士兵軍銜是表明士兵身份、區(qū)分士兵等級的稱號和標(biāo)志，是黨和國家給予士兵的地位和榮譽(yù)。

草案提出，士兵軍銜分為軍士軍銜、義務(wù)兵軍銜。

The ranks of soldiers consist of several ranks for non-commissioned officers and those for conscripts, said the draft.

軍士軍銜設(shè)“三等七銜”。高級軍士：一級軍士長、二級軍士長、三級軍士長；中級軍士：一級上士、二級上士；初級軍士：中士和下士。軍士軍銜中，一級軍士長為最高軍銜，下士為最低軍銜。義務(wù)兵軍銜由高至低分為上等兵和列兵。

為規(guī)范士兵軍銜管理，草案對士兵軍銜的上下級關(guān)系、標(biāo)志佩帶等作出規(guī)定。草案明確，士兵服現(xiàn)役的銜級年限和軍銜授予(the conferment of military rank)、晉升、降級、剝奪以及培訓(xùn)、考核(the training and assessment for soldiers on active duty)、任用等管理制度，由中央軍事委員會規(guī)定(shall be prescribed by the Central Military Commission)。
