《生態(tài)保護(hù)補(bǔ)償條例》（以下簡稱《條例》）自2024年6月1日起施行，《條例》共6章33條，包括明確生態(tài)保護(hù)補(bǔ)償?shù)膬?nèi)涵，明確工作原則、健全工作機(jī)制，規(guī)范財(cái)政縱向補(bǔ)償，完善地區(qū)間橫向補(bǔ)償，鼓勵(lì)推進(jìn)市場機(jī)制補(bǔ)償，強(qiáng)化保障和監(jiān)督管理。

Effective on June 1, 2024, the regulations governing ecological protection compensation comprise 33 items in six chapters, specifying details including the connotation of ecological protection compensation, the working principle and mechanism, fiscal vertical compensation, horizontal compensation between regions, market-oriented compensation, and strengthening guarantee, supervision and management.

生態(tài)保護(hù)補(bǔ)償是指通過財(cái)政縱向補(bǔ)償、地區(qū)間橫向補(bǔ)償、市場機(jī)制補(bǔ)償?shù)葯C(jī)制，對(duì)按照規(guī)定或者約定開展生態(tài)保護(hù)的單位和個(gè)人予以補(bǔ)償?shù)募?lì)性制度安排。

《條例》共6章33條。一是明確生態(tài)保護(hù)補(bǔ)償?shù)膬?nèi)涵。二是明確工作原則、健全工作機(jī)制。三是規(guī)范財(cái)政縱向補(bǔ)償。國家通過財(cái)政轉(zhuǎn)移支付等方式，對(duì)開展重要生態(tài)環(huán)境要素保護(hù)以及在生態(tài)功能重要區(qū)域開展生態(tài)保護(hù)的單位和個(gè)人，予以補(bǔ)償。四是完善地區(qū)間橫向補(bǔ)償。鼓勵(lì)、指導(dǎo)、推動(dòng)生態(tài)受益地區(qū)與生態(tài)保護(hù)地區(qū)通過協(xié)商等方式建立地區(qū)間橫向補(bǔ)償機(jī)制。五是鼓勵(lì)推進(jìn)市場機(jī)制補(bǔ)償。鼓勵(lì)社會(huì)力量以及地方政府按照市場規(guī)則，通過購買生態(tài)產(chǎn)品和服務(wù)等方式開展生態(tài)保護(hù)補(bǔ)償。六是強(qiáng)化保障和監(jiān)督管理。
