賀海東：創(chuàng)新引領(lǐng) 以新質(zhì)生產(chǎn)力推進呼和浩特高質(zhì)量發(fā)展

新質(zhì)生產(chǎn)力是習(xí)近平總書記提出的重大原創(chuàng)性概念，是對馬克思主義生產(chǎn)力理論的創(chuàng)新發(fā)展。習(xí)近平總書記指出：“發(fā)展新質(zhì)生產(chǎn)力是推動高質(zhì)量發(fā)展的內(nèi)在要求和重要著力點，必須繼續(xù)做好創(chuàng)新這篇大文章，推動新質(zhì)生產(chǎn)力加快發(fā)展。”為深入貫徹習(xí)近平總書記重要指示要求，自治區(qū)黨委提出要實施科技“突圍”工程，培育新產(chǎn)業(yè)新賽道。呼和浩特作為內(nèi)蒙古自治區(qū)首府，要在加快發(fā)展新質(zhì)生產(chǎn)力中“走在全區(qū)前列、作出首府表率”。

發(fā)展新質(zhì)生產(chǎn)力“有優(yōu)質(zhì)條件”

2023年6月習(xí)近平總書記在考察呼和浩特市中環(huán)產(chǎn)業(yè)園時勉勵我們“要靠高水平科技自立自強、構(gòu)建新發(fā)展格局來攻克科技難關(guān)”。我市集聚了全區(qū)70%的高等教育資源、50%的科研機構(gòu)、30%的高新技術(shù)企業(yè)。圍繞打造區(qū)域科技創(chuàng)新中心，實現(xiàn)了國家乳業(yè)技術(shù)創(chuàng)新中心實體化運營，獲批了自治區(qū)草種業(yè)、動物疫苗技術(shù)創(chuàng)新中心和大青山實驗室。落戶了浙江清華長三角研究院內(nèi)蒙古創(chuàng)新發(fā)展研究中心、上海交通大學(xué)內(nèi)蒙古研究院、西安交大內(nèi)蒙古智能制造研究院等，創(chuàng)新能力指數(shù)上升到全國第30位。

發(fā)展新質(zhì)生產(chǎn)力“有平臺支撐”

呼和浩特正在積極參與呼包鄂烏自主創(chuàng)新示范區(qū)創(chuàng)建，爭創(chuàng)“科創(chuàng)中國”試點城市，推進乳業(yè)國創(chuàng)中心二期、草業(yè)、動物疫苗、半導(dǎo)體硅材料、益生菌等5個創(chuàng)新中心建設(shè)。同時，引導(dǎo)企業(yè)在創(chuàng)新平臺建設(shè)中唱主角，通過實施“雙倍增、雙提升”和規(guī)上工業(yè)企業(yè)科技創(chuàng)新“三清零全覆蓋”行動，推動企業(yè)當(dāng)好創(chuàng)新“主力軍”。

發(fā)展新質(zhì)生產(chǎn)力“有產(chǎn)業(yè)引領(lǐng)”

近年來，呼和浩特堅持“有所為、有所不為”原則，緊盯“高端化、智能化、綠色化”方向，培育形成“六大產(chǎn)業(yè)集群”。

乳業(yè)圍繞“育好種、種好草、養(yǎng)好牛、產(chǎn)好奶、建好鏈”，正在由“中國乳都”向“世界乳都”邁進。

電子信息技術(shù)產(chǎn)業(yè)圍繞“儲、算、輸、研、造、用”，全力推動“中國云谷”建設(shè)，并向“世界算谷”“世界智谷”邁進。

生物醫(yī)藥產(chǎn)業(yè)圍繞生物疫苗、生物發(fā)酵與制藥、中（蒙）醫(yī)藥3條產(chǎn)業(yè)鏈，加快向高附加值成品藥、制劑、大健康方向拓展。

新材料和裝備制造產(chǎn)業(yè)圍繞光伏、半導(dǎo)體2條產(chǎn)業(yè)鏈，打造“中國半導(dǎo)體硅材料之谷”。

新能源產(chǎn)業(yè)圍繞“風(fēng)、光、火、氫、儲”全產(chǎn)業(yè)鏈，打造新能源消納利用示范區(qū)。

現(xiàn)代化工產(chǎn)業(yè)圍繞石油化工、煤化工、煤焦化工、氯堿化工、硅化工5條鏈，打造精細(xì)化工示范區(qū)。

同時，瞄準(zhǔn)未來信息、空間、材料、健康、能源等領(lǐng)域，重點布局人工智能、商業(yè)航天、低空經(jīng)濟、新一代半導(dǎo)體材料、生物工程等未來產(chǎn)業(yè)。

發(fā)展新質(zhì)生產(chǎn)力“有人才保障”

堅持“不求所有、不求所在、但求所用”，通過實施創(chuàng)新人才引進計劃，千方百計、多種渠道引進各類人才和高水平院士專家團隊，每年引進高層次人才100名以上。

同時，首府在2023年增加5.3萬人的基礎(chǔ)上，今年實施再留“五萬大學(xué)生留呼”專項行動，加大產(chǎn)業(yè)聚人、教育醫(yī)療聚人、優(yōu)美的人居環(huán)境聚人力度，爭創(chuàng)國家級人力資源服務(wù)產(chǎn)業(yè)園，為發(fā)展新質(zhì)生產(chǎn)力提供高質(zhì)量的人才和智力支撐。

發(fā)展新質(zhì)生產(chǎn)力“有要素集成”

金融服務(wù)方面，按照“集中資源力量打造呼和浩特區(qū)域金融中心”的目標(biāo)，定期召開政金企對接會，組建了“六大產(chǎn)業(yè)集群”引導(dǎo)基金、工業(yè)園區(qū)高質(zhì)量發(fā)展基金、科技創(chuàng)新投資引導(dǎo)基金，支持科技創(chuàng)新和新興產(chǎn)業(yè)、未來產(chǎn)業(yè)發(fā)展。

營商環(huán)境方面，對標(biāo)市場化、法治化、國際化一流營商環(huán)境，深入實施“誠信建設(shè)工程”，創(chuàng)建全國社會信用體系建設(shè)示范城市，申報國家知識產(chǎn)權(quán)法庭、金融法庭，大力推進土地、數(shù)據(jù)等要素市場改革，讓各類先進優(yōu)質(zhì)生產(chǎn)要素順暢流動。

對外開放方面，提早開展國家自貿(mào)區(qū)呼和浩特片區(qū)工作，推進新機場國際航空口岸建設(shè)，發(fā)揮沙良、鐵通兩個國際陸港和綜保區(qū)等作用，加大中歐中亞班列開行頻次，以高水平對外開放推動新質(zhì)生產(chǎn)力發(fā)展。

Innovation drives growth in Hohhot

The city aims to foster high-tech industries for better development.
Hohhot, capital of the Inner Mongolia autonomous region, aims to take the lead in fostering new quality productive forces, according to He Haidong, mayor of the city.

In an exclusive interview with China Daily, he said Hohhot has the conditions to spur new quality productive forces, as it has, for example, 70 percent of the higher education institutions in Inner Mongolia, 50 percent of its academic institutes and 30 percent of new and high-tech enterprises.

The region has six pillar industrial clusters: dairy, electronic information and technology, biomedicine, new materials and equipment manufacturing, new energy, and modern chemical industries, he said.

According to the local government work report, the total revenue of the dairy industry in Hohhot exceeded 256 billion yuan ($36.5 billion) last year, up 14 percent year-on-year.

The city also ranked 15th in the country in terms of computing capacity and successfully held the China Green Computing Conference last year.

"Industrial development in Hohhot has followed a more high-end, intelligent and green path in recent years, as it is putting more attention on futuristic industries such as artificial intelligence, commercial aerospace, semiconductors and bioengineering," the mayor said.

He said the city has made efforts to introduce high-end talent, experts and academicians to work in the city, with about 100 arriving in Hohhot every year.

Meanwhile, 53,000 college graduates stayed to work in the city last year, and it hopes to attract 50,000 more this year, he said.

He said the city will offer high-quality jobs, create favorable conditions for entrepreneurship and build "youth residential communities" with high quality and low costs for college graduates so they can stay for the long term and contribute to the building of the city.

Meanwhile, the city has established funds for the development of the six pillar industries, and innovation investment funds to support the development of emerging, futuristic and innovation-driven industries, he said.

It has built a market-oriented and international business environment based on the rule of law and is actively building itself into a model city for the social credit system, the mayor said.

He said the city will also accelerate the building of a new international airport, and plans to increase the number of China-Europe and China-Central Asia freight trains this year, and boost friendly exchanges with sister cities in countries such as Mongolia, Russia and the United States.
