國家醫(yī)療保障局日前發(fā)布《2020年國家醫(yī)保藥品目錄調(diào)整工作方案（征求意見稿）》，向社會公開征求意見。與新冠肺炎相關(guān)的呼吸系統(tǒng)疾病治療用藥有望納入2020年醫(yī)保目錄擬新增藥品范圍。

The National Healthcare Security Administration has published a draft work plan regarding adjustments to the list of medicines covered by the medical-insurance system, inviting the public to provide comments and opinions on the draft. According to the draft, medications for respiratory diseases related to COVID-19 will be added to the list.

根據(jù)7月30日出爐的國家醫(yī)保局“1號令”——《基本醫(yī)療保險用藥管理暫行辦法》，我國建立完善醫(yī)保目錄動態(tài)調(diào)整機制，原則上每年調(diào)整一次。該暫行辦法自2020年9月1日起施行。

征求意見稿提出，七類醫(yī)保目錄外的藥品可以納入2020年醫(yī)保目錄擬新增藥品范圍，包括與新冠肺炎相關(guān)的呼吸系統(tǒng)疾病治療用藥；納入《國家基本藥物目錄（2018年版）》的藥品；納入臨床急需境外新藥名單、鼓勵仿制藥品目錄或鼓勵研發(fā)申報兒童藥品清單，且于2019年12月31日前經(jīng)國家藥監(jiān)部門批準上市的藥品；第二批國家組織藥品集中采購中選藥品等。

值得注意的是，此次擬新增藥品范圍還包括了2015年1月1日至2019年12月31日期間，經(jīng)國家藥監(jiān)部門按新藥注冊申請程序批準上市的藥品（包括新活性成分、新劑型）。專家指出，這意味著更多新藥、好藥有望納入醫(yī)保，加快保障人民群眾獲得優(yōu)質(zhì)醫(yī)藥服務(wù)。

此外，根據(jù)征求意見稿，與同治療領(lǐng)域的其他藥品相比，價格/費用明顯偏高，且近年來占用基金量較多的藥品，擬納入2020年醫(yī)保目錄調(diào)整范圍。
