財(cái)政部、海關(guān)總署、稅務(wù)總局印發(fā)《關(guān)于海南自由貿(mào)易港原輔料“零關(guān)稅”政策的通知》，該政策自2020年12月1日起執(zhí)行。零關(guān)稅政策是在今年6月1日《海南自由貿(mào)易港建設(shè)總體方案》正式公布后，中央和海南省政府推進(jìn)海南自貿(mào)港建設(shè)的最新舉措。
According to Notice on the Hainan Free Trade Port's Zero-Tariff Policy for Raw and Auxiliary Materials, jointly issued by the Ministry of Finance, the General Administration of Customs and the State Taxation Administration, the zero-tariff policy went into effect on December 1, 2020. The zero-tariff list is among the latest of the policies that have been released by the central and Hainan provincial authorities to promote construction of Hainan FTP, following the issuance of the Master Plan for the Construction of Hainan Free Trade Port on June 1.

海南自由貿(mào)易港零關(guān)稅政策明確，在全島封關(guān)運(yùn)作前，對(duì)海南自由貿(mào)易港注冊(cè)登記并具有獨(dú)立法人資格的企業(yè)，進(jìn)口用于生產(chǎn)自用、以“兩頭在外”模式進(jìn)行生產(chǎn)加工活動(dòng)或以“兩頭在外”模式進(jìn)行服務(wù)貿(mào)易過程中所消耗的正面清單內(nèi)的原輔料，免征進(jìn)口關(guān)稅、進(jìn)口環(huán)節(jié)增值稅和消費(fèi)稅。除此之外，大幅放寬離島免稅購物政策，免稅購物的額度從現(xiàn)在的每人每年3萬元提升到每人每年10萬元，并且在現(xiàn)行38類商品的基礎(chǔ)上進(jìn)一步擴(kuò)大免稅商品種類，同時(shí)優(yōu)化管理，提高旅客購物的便利度。
