數(shù)字傳播技術(shù)在全球范圍的拓張與更迭使人類社會步入數(shù)字化時代。數(shù)字技術(shù)一方面促進了產(chǎn)業(yè)升級、經(jīng)濟發(fā)展、公共服務和文化交流，另一方面也引發(fā)了不同國家、地區(qū)、階層、種族和個體之間在數(shù)字時代的不均衡發(fā)展。數(shù)字鴻溝、數(shù)據(jù)濫用、虛假信息、數(shù)字垃圾、平臺壟斷、治理困境、公平赤字等問題已經(jīng)成為全球社會共同關心的核心議題?！叭驍?shù)字平等”國際學科聯(lián)盟以“數(shù)字平等”為核心要義，旨在推動各學科相關研究領域的學術(shù)機構(gòu)與學者間的對話合作，以學術(shù)研究為出發(fā)點，深刻剖析全球數(shù)字經(jīng)濟社會發(fā)展中面臨的不平等問題，推進全球?qū)W界與政府、產(chǎn)業(yè)及全球公共社會的交流互助，推進全球數(shù)字社會的公平正義，助力全球可持續(xù)發(fā)展。

構(gòu)建全球數(shù)字平等國際學科聯(lián)盟，推進全球數(shù)字善治，需要各方攜手努力、共同推進。為此，浙江大學聯(lián)合海內(nèi)外20余家單位倡議：

一、協(xié)調(diào)全球數(shù)字平等研究，推進學術(shù)資源共享

以學科聯(lián)盟合作單位為主體，實現(xiàn)以全球數(shù)字平等為目標的學術(shù)研究資源與數(shù)據(jù)共享，形成關鍵指標并建立數(shù)據(jù)動態(tài)更新與監(jiān)測機制，為全球社會實現(xiàn)數(shù)字經(jīng)濟的可持續(xù)發(fā)展與數(shù)字社會的公平有效治理提供數(shù)據(jù)支撐。

二、建立全球?qū)W術(shù)對話機制，增進學術(shù)交流共識

發(fā)揮學科聯(lián)盟參與單位的全球影響力，舉辦以全球數(shù)字平等為主題的年度高端論壇，邀請具有全球影響力的政府、產(chǎn)業(yè)與學界人士，針對數(shù)字治理與數(shù)字平等領域的核心議題展開交流討論，形成共識。

三、凝聚全球?qū)W術(shù)研究力量，服務全球社會治理

以數(shù)據(jù)庫與高端論壇的建設成果為依托，以學科聯(lián)盟的全球領軍學者為主體，圍繞全球數(shù)字平等議題發(fā)布年度研究報告，整合全球范圍內(nèi)該領域的重大研究成果，為增進全球數(shù)字平等提供決策參考。

四、 培育全球青年學術(shù)人才，助力文化傳承創(chuàng)新

定期舉辦暑期學校與青年論壇，匯聚一大批優(yōu)秀青年學者，促進數(shù)字平等研究領域的傳承與創(chuàng)新，培養(yǎng)具備歷史眼光、全球視野、人文關懷的青年人才，以積極、年輕、向上的姿態(tài)直面困境，化解困局。

五、提升全球公民數(shù)字素養(yǎng)，創(chuàng)造幸福數(shù)字生活。

通過公益講座、培訓、節(jié)展、影視、游戲等多重形式，推進公眾數(shù)字素養(yǎng)教育，幫助公眾學習數(shù)字知識，增強數(shù)字技能，遵循數(shù)字倫理，規(guī)范數(shù)字行為，營造公平正義、理性和諧的全球數(shù)字社會。

Global Digital Equality Initiative

The expansion and transformation of digital communication technologies across the globe have created a new digital world. Digital technologies have profoundly contributed to industry and economy, as well as public service and communication, yet they have also brought confrontations and inequalities among nations, regions, races, and individuals. The issues of digital divide, data abuse, misinformation, digital waste, platform monopoly, and digital governance all demonstrate the cruciality of advancing global digital equality in today’s world. The mission of International Union for Digital Equality Studies (IUDES) is to promote academic research and collaboration addressing various forms of inequalities in the global digital economies and societies. From an international and interdisciplinary perspective, we aim to facilitate dialogue between academics, industries and governments, contributing to the justice and sustainability in the global digital societies.

In support of this objective, Zhejiang University and 20 other institutions around the world propose a global digital equality initiative.

Share academic resource

With the IUDES, we want to facilitate the sharing of academic resources in digital (in)equality studies. We will develop a dynamic index, mapping global inequalities and providing data and insights for equal and effective governance of the global digital society.

Facilitate intellectual dialogue

The IUDES will provide a global network for academic institutions and researchers around the world to collaborate on research. We will organize annual conferences under themes related to digital equality, and invite scholars, and professionals from NGOs, governments and industries to have dialogues on core issues in digital (in)equality studies.

Serve global governance

The IUDES will publish annual report on global digital equality studies to map key developments in the field. This, together with our conference and index, will not only benefit researchers, but also provide insights for police makers and industrial professionals around the world.

Cultivate future generations

Early career scholars are the future of global digital (in)equality studies. It is crucial for the IUDES to provide support and training for junior scholars. We will organize summer schools and workshops as a stage for early career researchers to network and publicize their work.

Enhance public literacy

The IUDES will collaborate with institutions across the world to organize public lectures, trainings, exhibitions, screenings, and games in local communities, to improve digital literacy among various populations.
