中央經(jīng)濟(jì)工作會議明確，抓緊制定2030年前碳排放達(dá)峰行動方案，支持有條件的地方率先達(dá)峰。
China will seize time to formulate an action plan for peaking carbon dioxide emissions before 2030. The country will support areas with favorable conditions to peak the emissions ahead of the schedule, according to the statement released after the annual Central Economic Work Conference.

碳達(dá)峰是指某個地區(qū)或行業(yè)年度二氧化碳排放量達(dá)到歷史最高值，然后經(jīng)歷平臺期進(jìn)入持續(xù)下降的過程，是二氧化碳排放量由增轉(zhuǎn)降的歷史拐點(diǎn)，標(biāo)志著碳排放與經(jīng)濟(jì)發(fā)展實(shí)現(xiàn)脫鉤，達(dá)峰目標(biāo)包括達(dá)峰年份和峰值。
習(xí)近平主席在第七十五屆聯(lián)合國大會一般性辯論上發(fā)表重要講話時指出，中國將提高國家自主貢獻(xiàn)力度，采取更加有力的政策和措施，二氧化碳排放力爭于2030年前達(dá)到峰值，努力爭取2060年前實(shí)現(xiàn)碳中和。
中央經(jīng)濟(jì)工作會議也將碳達(dá)峰和碳中和列為主要任務(wù)之一，提出要加快調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、能源結(jié)構(gòu)，推動煤炭消費(fèi)盡早達(dá)峰，大力發(fā)展新能源，加快建設(shè)全國用能權(quán)、碳排放權(quán)交易市場，完善能源消費(fèi)雙控制度。要繼續(xù)打好污染防治攻堅(jiān)戰(zhàn)，實(shí)現(xiàn)減污降碳協(xié)同效應(yīng)。要開展大規(guī)模國土綠化行動，提升生態(tài)系統(tǒng)碳匯能力。
